Payment of GPF at the time of retirement in respect of AIS officers on Central Deputation

Subject: Payment of GPF at the time of retirement in respect of AIS officers on Central Deputation.
Sir / Madam,
Reference is invited to various representations received in the Department regarding payment of GPF in respect of AIS officers who are on Central Deputation at the time of retirement.
2. In this regard, it is understood that as per the present practice, the retiring members of Service submit their applications to Account Officers of the respective States and obtain the final payment through the State Government.
3. Rule 31(3)(i) of AIS (PF) Rules, 1955, inter-alia, provides that, “… the subscriber shall submit the application to the Accounts Officer through the Head of Office or Department for payment of the amount in the Fund”.
4. In the light of the above provision, AIS officers who are on Central Deputation at the time of retirement also have the option of obtaining final payment of GPF, to be made by the Pay and Accounts Officers (PAO) of the Ministry / Department concerned, through the respective Drawing and Disbursing Officer. In such cases the following procedure may be followed:
(i) The subscriber may submit the application to the Accounts Officer of the State concerned through the Drawing and Disbursing Officer of the Ministry / Department where he / she is posted on Central Deputation. It is clarified that it is the responsibility of the Head of Office (HOO) to get the Sanction / Authority issued by the Accounts Officer of the State concerned.
(ii) Sanction / Authority issued by the Accounts Officer of the State should, in this case, be addressed to Pay and Accounts Officer (PAO) of the Ministry / Department of Central Government. The sanction / authority should, inter-alia, include that “the payment may be made by PAO addressee and reimbursement may be claimed from the State Government / AG of the State”.
(iii) In respect of States where GPF of AIS officers is being maintained by AG officers, the sanctioning authority of the State Government should obtain a certificate from the concerned AsG regarding the balance in the GPF account of the subscriber before Issuing sanction letter to the PAO concerned by the State Government.
(iv) In respect of States where GPF Accounts are not maintained by AG officers, the sanctioning authority In the State Government should obtain confirmation of balance In the GPF account of the subscribers from the concerned authority which maintains the GPF accounts.
(v) On receipt of the Authority/ Sanction from the Accounts Officer (of the State Government) / concerned Accountant General and submission of bill by DDO, the concerned PAO shall draw the payment from the Government Account debiting the head of account- MH 8658- Suspense Account (Clvil)- 101- PAO Suspense (Adjustable by AG concerned),
(vi) Subsequently, the amount so drawn shall be adjusted by way of raising of outward claim against the respective Public Account of the State concerned. Where the GPF accounts are maintained by the AG office, the reimbursement may be claimed from the State Government through AG office, as per extant procedure.
(vii) On payment, the concerned PAO should send complete set of documents (i.e. vouchers, sanction letters, final payment application etc.) related to payment made by them to AG office, while claiming reimbursement.
5. This issues with the approval of Competent Authority in consultation with CAG and CGA.
