PENSION AND RETIREMENT BENEFITS

6355. SHRI PARVESH SAHIB SINGH:

Will the PRIME MINISTER be pleased to state:

(a) whether the Government has taken any measures to ensure timely disbursement of pension and retirement benefits to the retiring Government officials;

(b) if so, the details thereof;

(c) whether the Government has launched an online pension sanction and payment tracking system, “Bhavishya” for timely disbursement of retirement benefits; and

(d) if so, the details thereof ?

ANSWER

Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office. (DR. JITENDRA SINGH)

(a) to (d): In the recent past the Government has simplified pension rules relating to sanction of pension etc. which has since been incorporated in an online system for tracking of pension sanction and payment process called ‘BHAVISHYA’ for retiring Central Government Civil employees. Tracking can be done by the individual as well as the administrative authorities for all actions preparatory to grant of pension and other retirement benefits. Facility also exists for tracking payment of subsequent monthly pension. This is in line with the priorities of Government to ensure transparency and accountability in systems and processes.

    Notional Pay under option 1 is to be fixed by adding increments earned in only in pay scale last post held to the minimum pay of revised scale of that post whereas in most the promotion cases pay in promotional scale is fixed at much higher stages and consequently last pay at the time of retirement comes at much higher stages than only adding increments earned in last pay scale therefore notional pay under option 1 should be corresponding revised pay in revised scale to the last pay held in per revised scale which is readily available in pension order and pay can be easily fixed as pet ready made pay fixation table.

    Pre2006 Pensioners full pension, 50%Of basic pension drawn at the time of retirment has not been given sofar. Only minimum pension is giving as per the minimum pension fitment chart. This is a cruality and injustice to the old aged low paid pensioners. So we are in lose of thousands of Rupees in basic pension per month and lakhs of rupees lose in pension arrears since 1/1/2006. The Govt is compelling to the old aged pensioners to file the case again to the court those who are mentally and physically tired.

    Why all our associations are now silent about implementation of option 1 for fixing of pension as recommended by 7th pay commission & approved by Govt.
    Matter should be perused vigorously.
