 Office Memorandum

Subject: Revision of pension of pre-01.01.2006 pensioners.

 I am directed to say that on the basis of recommendations of State Pension Revision Committee, the State Govt, had framed the service rules under the proviso of Article 309 titled as Haryana Civil Services (Revised Pension) Part-I Rules, 2009. The same were notified vide this Department’s notification No. 2/51/2008-1Pension dated 17.04.2009 and No. 2/45/2009-1 Pension dated 30.03.2010 as amended from time to time, which were applicable w.e.f 1.1.2006 for revision/reconsolidation of the pension of pre-1.1.2006 retirees.

 2. A number of references were received from the pre-2006 retirees to revise their pension on the pattern of Central Government by stepping up the pension to 50% and family pension to 30% of the sum of minimum of pay in the pay band and grade pay corresponding to the pre revised pay scale from which the pensioner had retired.

 3. After due consideration, it has now been decided by State. Government that:-

  • the pension of pre-2006 pensioners as revised w.e.f 01.01.2006 in terms of rule 5 or 6 of the aforesaid notification dated 17.04.2009, as amended from time to time, would be stepped up to 50% (fifty percent)of the sum of minimum of pay in the pay band and the grade pay corresponding to the pre-revised pay scale from which the pensioner had retired, as arrived at with reference to the fitment tables annexed to the Finance Department’s (Pay Revision Branch) letter No. 1/83/2008- 1PR(FD) dated 07.01.2009/27.01.2009. In the case of HAG scale, this will be 50%(fifty percent) of the minimum of the pay in the revised pay scale arrived at with reference to the fitment tables annexed to the above referred letter of Finance Department’s (Pay Revision Branch) dated 07.01.2009/27.01.2009.
  • the normal Family Pension in respect of pre-2006 pensioners/family pensioners as revised w.e.f 1.1.2006 in terms of rule-5 or 6 of the aforesaid notification dated 17.04.2009 would also be stepped up to 30% (thirty percent) of the sum of minimum of pay in the pay band and the grade pay corresponding to the pre-remsed pay scale in which the Government servant had retired, as arrived at with reference to the fitment tables annexed to the Finance Department’s (Pay Revision Branch) letter No. 1/83/2008-1PR(FD) dated 07.01.2009/27.01.2009 . In the case of HAG scale, this will be 30% (thirty percent) of the minimum of the pay in the revised pay scale arrived at with reference to the fitment tables annexed to the above referred letter of Finance Department’s (Pay Revision Branch) dated 07.01.2009/27.01.2009.
  1. A revised concordance table (Annexure) of the pre-1996, pre- 2006 and post 2006 pay scales/pay bands indicating the pension/family pension (at ordinary rates) payable under the above provisions is enclosed to facilitate payment of revised pension/family pension.
  1. The pension so arrived at in accordance with para 3(i) above and indicated in Col. 8 of Annexure will be reduced pro-rata, where the pensioner had less than the maximum required service for full pension as per rule 6.16(2) of CSR Volume-II as applicable before 1.1.2006 and in no case it will be less than Rs. 3,500/- pm.
  1. In case the consolidated pension/family pension/ enhanced family pension calculated as per para 5 of above said notification no. 2/51/2008-1Pension, dated 17.04.2009 (Haryana Civil Services (Revised Pension) Part-I Rules, 2009), is higher than the pension/family pension calculated in the manner indicated above, the same (higher consolidated pension/family pension) will continue to be treated as basic pension/family pension.
  1. All other conditions as given in aforesaid notification No. 2/51/2008-1 Pension, dated 17.04.2009 (Haryana Civil Services (Revised Pension) Part-I Rules> 2009), as amended from time to time shall remain unchanged.
  1. These orders will take effect prospectively from the date of issue of this office memorandum. There will be no change in the amount of revised pension/family pension paid during the period 01.01.2006 to 05.02.201S, and, therefore, no arrears will be payable for that period on account of these orders.
  1. All Pension Disbursing Authorities handling disbursement of pension to the Haryana Government pensioners/family pensioners are hereby authorized to pay pension/family pension to the existing pensioners/family pensioners at the consolidated rates in terms of above rules without any further authorization from the Accountant General (A&E) Haryana/Head of Office etc.
  1. The above order can be downloaded from the website of Finance Department i.e. www.finhry.gov.in. However, necessary amendment in this regard in the relevant rules will be carried out in due course.

    Sir,
    I have served in Haryana School Education Department as J.B.T teacher for 27 Years, 10 months and 02 days and retired on 31 March 1996. Please intimate me that I entitled for full pension as per latest order or not as I have not completed 33 years service and I have served more than 20 years of service. In which order I will be entitled full pension as pre-2006 pensions are entitled for full pension who served 20 years service also.
