Subject: Cadre Restructuring of Group C employees in Department of Posts – Clarification – reg.
Sir/Madam,
Kindly refer to this office letter of even number dated 05.12.2018 (copy enclosed), on the subject mentioned above, vide which it was clarified that “LSG, HSG-II, HSG-I and HSG-I (NFG) posts will be deemed to have been upgraded to these grades only w.e.f. the dates they are filled up, i.e. from the date the promoted official assumes the charge. Otherwise, the post will remain in the lower grade”.

However, it has come to the notice of the Directorate that the Circles have created all the posts, allocated to them vide letters of even number dated 27.05.2016/10.11.2017, in one go /with a single order and treating these additional posts as part of the current sanctioned strength of LSG, HSG-II, HSG-I and HSG-I (NFG). This has created a problem of upgraded /created posts remaining vacant for want of eligible candidates in the feeder grade.
3. Therefore, the instructions issued vide this office letter dated. 05.12.2018 are reiterated for strict compliance.
4. Further, the Circles may modify the orders issued by them earlier creating the posts LSG, HSG-II, HSG-I & HSG-I (NFG) altogether and create only that much posts which can easily be filled with the availability of eligible candidates in respective feeder cadres in ensuing DPC meetings. A compliance may be sent latest by 22.02.2022 at adgestt1[at]indiapost.gov.in.
