Sub: Claims regarding payment of Travelling Allowance to the staff promoted under cadre restructuring w.e.f 01.11.2013- case of North western Railway reg.
Ref: Your letter No.1/5(F) dt.23.05.2016.
Please refer to your letter under reference on the subject noted above.
The matter has been examined in Board’s office and it is clarified than the note under Rule 1602(2) if IREC Vol.II has been taken into account while issuing the clarification of even no. dated 22.04.2016.
Rule 1602(2) of IREC Vol.II clearly states thet where a railway servant is promoted or reverted or is granted an increased rate of pay with retrospective effect. no revision of claims for travelling allowance is permissible in respect of the period intervening between the date of promotion or reversion or grant of increased rate of pay and that on which it is notified unless it is clear that there has been an actual change of duties.
Pay fixation after cadre restructuring falls within the ambit of promotion/grant of increased rate of pay with retrospective effect not involving actual change of duties described in the rule and therefore revision of claim of travelling allowance in such cases is not permissible in terms of rule 1602(2) of IREC Vol.II
