Sub:-Non grant of Consolidated Travelling Allowance to the Ticket Checking Staff on East Coast Rly

The undersigned is directed to refer to N.F.I.R’s letter No.III/ECoRSC/Pt II dt.04.11.2013 on the above subject and to state that the matter has been examined in consultation with the finance directorate and it is advised that in terms of rule 1605 of IREC Vol.II, a consolidated/permanent Travelling allowance may be granted by the Ministry of Railways to any Railway Servant whose duties require him to travel extensively. Further, the Rule also provides that the General Manager of a Zonal Railway may also sanction a Permanent Traveling Allowance to railway servants subject to certain conditions, the first condition being that no such allowance shall be granted unless the railway servant has to be absent from his headquarters on duty for more than 20 days in a month on the average. The 2nd condition relating to CTA provides that the amount is to be so fixed as to not be a source of profit and shall be so calculated as to be equivalent ultimately to the traveling allowance admissible under the rules if no permanent traveling allowance were granted.

East Coast Railway have advised that they did not agree to pay consolidated TA to Ticket Checking Staff since their number and distance travelled is far less than that of other Railways. CCM/EastCoast Railway/BBS has been requested by the personal department to streamline the processing of TA Bills of Ticket Checking Staff and has insisted for early payment to avoid the grievances from Staff.
