Sub: Recommendations of the Sixth Central Pay Commission Decision relating to grant of Special Allowance — Grant of Special Allowance to Station Masters/Assistant Station Masters for making announcements at Stations in addition to their normal duty.

In partial modification of the instructions contained in Boards letter No. E(P&A)I-2009/SP-1 /Gen-1 dated 30.04.2010 on the cited subject, it is stated that the instructions contained in Column 2 of Item No. 4 of Annexure ‘A of Boards ibid letter may be read as, “Announcers — ECRCs/Commercial Clerks/TCs/Station Masters/Assistant Station Masters for part time announcing work in addition to normal duties without restriction of grades”.

2. The rate of Special Allowance for announcing work as an additional duty is Rs.120/- p.m. w.e.f. 01.09.2008.

3. The rates of Special Allowance for announcing work as an additional duty would increase by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%. In view of this, the rates of Special Allowance are Rs.150/-p.m. w.e.f. 01.01.2011 and Rs.180/- p.m. w.e.f. 01.01.2014.

4. The Branch Officer at the Divisional level must certify that the concerned staff was actually engaged in part time announcement work.

5. This Special Allowance shall be payable till 30.06.2017, since instructions for abolishing this Allowance w.e.f. 01.07.2017 have been issued vide Boards letter No.E(P&A)1-2017/VII CPC/AL-1 dated 30.08.2017 on the recommendations of 7th CPC and acceptance of Government thereto.

6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
