Sub: Appropriate stamping on the passes as per revised travel entitlements.
Ref: Board’s letter No.E(W)2016/PS5-1/8 dated 31.01.2019.

It has been brought to the notice of Board that even after passage of more than 4 months from issue of revised travel entitlements on different kinds of passes vide Board’s letter cited under reference, the stamping of entitlement of berth by some of the Pass Issuing Authorities (PIAs) is still not revised causing difficulty in booking ticket on such passes.

2. It may be noted that in the aforementioned revised travel entitlements, the maximum number of berths admissible to railway servants in each Pay Level in Pay Matrix (PLPM) has been clearly stipulated in numbers (viz. 1, 2, 3) and the same is available for travel by any of the eligible member (ie. self or spouse or family member or dependent relative) included in the pass without any restriction, except in the case of duty passes where self travel is mandatory.

3. The Railways are, therefore, advised to check and ensure that stamping of berth entitlement on the passes is made strictly in accordance with the revised travel entitlements. A compliance report in this regard may also be furnished for the information of Board.

    Alternate to my above suggestion
    no previlage passes to either employees or retirees but only ptos to both with 50% payment of normal ticket,again only to persons suggested. Probably this will restrict persons to travel only to the required stations and ease upper classes as payment to ptos is involved And still pass issuing cell can be closed thereby on one side some payment from PTOs received and recurring expenditure on pass cell staff saved. and upper classes will mostly be left to passengers. This may be taken as alternate to above suggestion

    Y so much spending on issue of privilege passes to employees and retirees? Give it up Restrict to self, spouse and first two children below18 yrs only.No PTO. Issue photo identified card passes and be done away with numbers, of passes ,place( any where to any where on IR-No stations) No one travels unless needed especially retirees/super citizens(80+) Close the pass section cell in all offices , when cost of printing of passes,ptos, the implication of rules, maintaining required record for each person etc. overall it will be very economical when the recurring expenditure is compiled for 3-4 staff involved such as pay, bonus, pensionary benefits etc of these staff. Stop periodical issuing of passes on yearly basis .,All types of passes come down.. There will be grate savings to the Rlys. Workout the economy of the present method vs suggested /any other method
