Sub: Direct recruitment from open market in Level-1 (7th CPC pay matrix) -procedure regarding.
Pursuant to the suggestions/inputs received in wake of guidelines issued for guidance for conducting Physical Efficiency Test (PET)/Document Verification (DV)/Medical Examination of Computer Based Test (CBT) qualified candidates for Level-1 against Notification CEN 02/2018, the following decisions have been taken with respect to different instructions issued earlier as below:
(i) Due to electronic means of communication in vogue now, candidates need to be informed only around two weeks prior to the date of commencement of PET. Instructions contained in para 1 of RBE No.06/2014 dated 10.01.2014 stand modified to this extent. It has also been decided to leave the issue of providing extra date for PET for left-over/absentees to the discretion of individual railways, in supersession of item No.4 of the guidelines issued vide Board’s letter of even number dated 05.03.2019.
(ii) The number of candidates to be called for DV shall be 1.2 times the number of vacancies. This is in supersession of item No.6 of the guidelines issued vide Board’s letter of even number dated 05.03.2019. Instructions contained in para 1 (ii) of RBE No.102/2018 dated 18.07.2018 stand modified to this extent. Railways may, however, ensure that arrangements are in place to quickly call additional candidates for DV in case of shortfall, if any.
(iii) As only 1.2 times the number of vacancies are being called for DV (in terms of (ii) above), instructions regarding standby panel contained in para (iii) of RBE No. 102/2018 dated 18.07.2018 stand modified to this extent.
(iv) Instead of two block dates for DV, candidates may be given only one date. Instructions contained in para 1(iii) of RBE No.138/2014 dated 10.12.2014 stand modified to this extent. Railway may, however, consider keeping extra date(s) at the end of the scheduled period for any spill- over candidates.
