Sub: Removal of age limit of 25 years of medical facilities for dependent children of serving Railway Employees and Pensioners.

Ref: Board’s letter No.2008/H-1/2/15 dated 16.02.2009 and 22.02.2018.

The matter of providing medical facilities to son of Railway Employees/Pensioners after being unemployed has been under consideration of this Ministry due to various representations received from different forums. Similar representations have also been received on the issue of providing medical facilities to divorced or widower son. Ministry of Railways has decided not to provide the medical facilities, once a son gets employed/married though he becomes unemployed or divorced or becomes widower later on, as the case may be.

Advance Correction Slip (S.No.01 Health 2018) amending para 601 (5) of IRMM- 2000 is enclosed.

In para 601 (5) may be substituted as under:

Para 601 (5): Ministry of Railways has decided not to provide the medical facilities; once a son gets employed/married though he becomes unemployed or divorced or becomes widower later on, as the case may be.

    sir..THIS IS AN EXCELLENT ORDER AKIN TO THE CICICUMSTANCES PRVAILING NOW A DAYS. DUE TO NON-AVAILABLEILITY OF RECRUTMENT IN PUBLIC OR PRIVATE SECTOR UNITS, THE WELL EDUCATED CHILDREN ARE REMAINING UNEPLOYED. ONLY A FEW TECHNICAL GIANTS QUALIFICATIONS ARE BEING PREFERRED BY THE COMPANIES. THE REST ARE WROUGHTING AND IDIL AT HOME. THEY HAVE NO RESOURCES TO FEND THEMSELVE OR TO START BUSINESS DUE TO LACK OF ROSOURCES AND LACK OF EXPERIENCE ALSO.

    INCLUSION OF MARITAL STATUS IS I FEEL IRRELEVANT AS FAR AS OUR SOCIETY IS CONCERNED. PARENTS OF GIRLS ARE CARAZY TO GET RID OF THEIR DAUGHTERS BY THE AGE OF 15 YEARS OR ON ATTAINING PUBERTY AND BRING IN LOT OF PRESSURE. EITHER OUT OF NECESSITY OR DUE TO PRESSURE OR OUT OF FANCY, THE PARENTS OF MALE CHILD ARE ALSO PERFORMING THE MARRIAGES WITHOUT AN IDEA OF WHAT IS THE FUTURE! THUS MARRIAGE IS SOMETHING LIKE A ‘DOLLS PLAY IN INDIA’ EXCEPT IN ELITE FAMILIES AND NATURALLY DIVORCE IS A NEXT EVENT THAT FOLLOWS DUE TO SEVERAL REASONS LIKE, POVERTY, DISTRESS, IMPROPER MAINTENANCE AND ELDERS PRESSURES. SO THIS CLAUSE SHOULD BE REMOVED.

    WIDOWED IS ALSO NATURAL THING NOW A DAYS DUE TO RASH AND NEGLIGENT DRIVING AND SABOTAGE OR OVER SPEEDING OR FAILURE OF MAINTENANCE OF VEHICLES IN GOOD CONDITIONS AND LACK OF STRICT GOVERNMENTAL CONTROL AGAIN DUE TO SEVERAL POLITICAL CONSIDERATIONS. THUS GETTING WODOWED IS ALSO QUITE COMMON AND THIS SHOULD NOT BE A BAR ON HIS GETTING HIS MEDICAL ASSISTANCE. IN FACT, SINCE HE IS ALONE, IT IS MUCH MORE NEEDED AND JUSTIFIED.

    THE BEST SOLUTION IS TO GET AN ‘UNDERTAKING FROM THE GOVERNMENT SERVANT / PENSIONER /FAMILY PENSIONER, EVERY YEAR, JUST LIKE GETTING LIFE CERTIFICATE ANNUALY AND BASED ON THAT THE BENEFIT SHOULD COTINU TILL HE OR SHE IS BENEFICIALY EMPLOYED ABOVE THE INCOME OF RS.3500/- PLUS DA, WHICH THE GOVERNMENT SERVANT/PENSIONER/F.P. DRAWS.
    ALL THE STAKE HOLDERS MAY ONCE AGAIN DISCUSS THE ISSUE AND BRING IN CHANGES ACCORDINGLY. THANKS.

      This to inform you that from the 7th CPC on 1/1/2016 the income limit changed to Rs.9000/- plus applicable D.R. instead of Rs.3,500/- plus D.R. in 6th CPC.
