Sub: Revised pay limits for entitlement of Passes/PTOs.
Consequent to implementation of 7th Central Pay Commission’s recommendations and notification of Railway Services (Revised Pay) Rules, 2016, the “Grade Pay” component has been dispensed with and “Pay Level in Pay Matrix” (PLPM) has been introduced in the pay structure of railway servants. Hence, switching over to 7th CPC based PLPM to determine pay limits for entitlement of Passes/PTOs has been under consideration.
2. The Competent Authority has now accorded his approval for amending the extant provisions of Railway Servants (Pass) Rules-1986 (Second Edition-1993) (RSPR-1986) to switch over to “Status (i.e. Gazetted/Non-gazetted) cum PLPM” basis to determine the entitlement of Passes/PT0s, as indicated in the enclosed Advance Correction Slip No.81.
3. The extant provisions of RSPR-1986 and other administrative instructions issued from time to time shall continue to apply in all other respects.
4. If a railway servant, who is presently entitled to First Class Pass becomes ineligible to First Class Pass on the basis of revised criteria, the First Class Pass may be allowed as personal to the employee.
5. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Advance Correction Slip No.81 to Railway Servants (Pass) Rules,1986 (Second Edition-1993)
I.Item No.I of Schedule-I (Duty Pass) may be substituted as follows:
Note: (i) Officers in PLPM 8,9,10 & 11 shall continue to be issued Bronze Pass/First Class ‘A’ Card Pass with validity for travel only over Zonal Railways or Indian Railways or Indian Railways as per existing conditions.
(ii) The travel entitlements shall continue to be in accordance with the administrative instructions issued in this regard from time to time.
II. Column No. (1) under Item No.V of Schedule-I (Pass on Transfer) governing entitlement of Kit Passes to Group ‘A’, ‘B’ & ‘C’ Railway Servants (stipulated vide ACS No.71 to RSPR-1986) may be substituted as follows:-
Note: The entitlements and other terms & conditions as detailed in ACS No.71 to RSPR -1986, issued vide Board’s letter No.E(w)2004/PS5-9/1 dated 01.08.2011, shall continue.

III. Column Nos.(1), (2), (3) & (4) under Item No.I of schedule-II (Pass on Privilege Account) may be substituted as follows:-
Note: (i) 6 Sets of PTOs instead of 4 sets shall continue to be admissible to railway servants in all PLPMs who had joined Railway service before 12.03.1987 and not opted for widow pass facility.
(ii) The travel entitlements shall continue to be in accordance with the administrative instructions issued in this regard from time to time.
(iii) The upgraded pass facility i.e 01 Set of Second Class ‘A’ Pass in lieu of 01 Set of Second/Sleeper Class Pass to serving railway employees in PLPM 1,2,3 & 4, even with less than 05 years of railway service, shall continue.
