Sub: Special Casual Leave to delegates for attending Annual General Meeting of Cooperative Credit Societies/Banks.
The undersigned is directed to refer to instructions contained in Board’s letters No.E(G)64|LE 1-2 dated23/3/64 and No. E(c)70/LE 1-2 dated 3/9/1971, which provides that Railway employees who are members, delegates of members, managing committee member,office bearers of cooperative societies/banks, may be granted Special Casual Leave as per requirement upto a maximum of 30 days in a calender year when attending meetings of managing committee and Board of Directors.
On some of the Railways a very large number of delegutes (who are employees of the Railways) attend the AGM by availing Special Casual Leave. It is observed that sparing such a huge number of staff, affects productivity of the Railway.
The Railway Employees Coop. Credit Societies/Banks are registered under the Multi-State Coop. Societies Act, 2002 and is overall under the supervision of the Central Registrar of Coop. Societies, Krishi Bhawan. Railway Administration has no jurisdiction over the administrative, financial, managerial or any other matter of the society. The affairs of society is managed by the Governing Body elected by the members of the society in accordance with their bye-laws, any decision for its election/dissolution rests with the Governing Body or with the Registrar of the Cooperative Societies concerned.
ln the changed scenario it is felt that sanction of Special Casual Leave in favour of such a huge number of railway employees affects productivity of the railway which needs re-examination.
The matter was also referred to DOP&T for their view in this regard. As per the instructions of DOP&T, (Chapter VI of the Brochure of Casual LeavelSpecial Casual Leave uploaded on the ryebsite of DOP&T) rnembers/delegates, management committee members and office bearers of the Coop. Societies who are posted outside the Headquarters of the societies may be granted SCL up to b maximum period of ten days in a calendar year, plus the minimum period required for the journeys to attend such meetings. These instructions of Cooperative Credit Societies/Banks.
Keebing in view the position as brought out on pre-page, there is a case for reducing the total Special Casual Leave allowd for such occasions from 30 to 10 days to fall in line with the instructions of DOP&T.
Before a final decision is taken in the mafrer, the views of the Federations on the issue are solicited.
