Exempting Railways from New Pension Scheme

Official Side Stated that a D.O. letter dated 20.11.2015 has been written by Hon’ble Minister for Railways to Hon’ble Minister for Finance requesting to reconsider the demand of Federations for exemption of Railway Servants appointed on or after 01.01.2004 from the purview of National pension System (NPS) and the matter is being pursued with the other Ministry. However, reply from Ministry of Finance is still awaited.

 

Federations requested to pursue this vigorously for seeking implementation for railway men at the earliest.

Up-gradation of Apex level Group “C” Posts to Group “B” Gazetted (3335 Posts)

Official side stated that the proposal for up-gradation of certain percentages of the posts from apex Group “C” Scale to Group “B” Gazetted, was submitted to Ministry of Finance Seeking their concurrence. Ministry of Finance have returned the file on 15.01.2015 seeking certain clarifications. The proposal has been sent back to Ministry of Finance with requisite clarifications on 27.01.2016.

 

Federations expressed disappointment over the inordinate delay.

Report of high power Committee on duty hours of running and other safety categories of staff.

Official side stated that the decision on major recommendations has already been taken. The remaining recommendations are under active consideration by the full board and a final decision is likely to be taken at an early date.

 

Staff Side wanted a separate meeting with the Railway Board because they feel that the way recommendations of D.P.Tripathi committee had been accepted, diluted, rejected, has defeated the very purpose.

Rectification of MACP anomalies.

Official Side stated that necessary action is being taken as per the discussions held on 12.10.2015 by Federations with Group of concerned Executive Directors.

Induction of course Completed Act Apprentices against Safety vacancies in GP Rs.1800/-

It was agreed to take further initiatives to sort out these issues.

 

 

Federations requested the Official Side to expeditiously resolve these issues within a short time frame as already explained to Railway Board during the course of discussion

Stepping up of pay of Loco Inspectors appointed prior to 01-01-2006. The commitment given by the Railway Board for granting stepping up of pay of the Loco Inspectors on the remaining six zones is yet to be implemented.

Absorption of Quasi Administrative Unit Staff against erstwhile Group “D” vacancies.
