7th CPC Report Qualification Pay
It is granted to Accounts staff of Indian Railways for qualifying certain examinations. The existing rates are:

Demands have been received to increase the allowance to four times its present value.
Analysis and Recommendations
Since the allowance is not indexed to DA, it is recommended to raise it by a factor of 2.25. The amount will further rise by 25 percent each time DA crosses 50 percent. The nomenclature should be changed to Railway Accounts Examination Allowance.
