Our Honble PM Mr. Narendra Modi has given word on 15th August to increase 7th CPC, expected 2.57 to 3.68. When will be implemented.

I have claim CEA from Nursery, LKG of my child and I received that amount. Now I am claiming CEA for UKG my office is refused to give it and stated that before class 1 only 2 class is permissinable. Kindly suggest me how I calim in what rule/point.
