7th pay Commission From August 1 increase only in Basic Pay and Allowance hike awaited

without the hike in allowances, the salaries which government employees would receive from August 1 would be hiked by 14.29 per cent.

The notification for implementation of 7th Pay Commission is expected to be issued by early next week. As per the latest reports, government is expected to implement hike only in basic pay of the central government employees. The hike in allowance has been delayed by at least four months. Government has formed a High Level Committee headed by Finance Secretary Ashok Lavasa to re-examine the hike in Housing Rental Allowance (HRA), Dearness Allowance (DA) and Non Practicing (NP) Allowance.

Without the hike in allowances, the salaries which government employees would receive from August 1 would be hiked by 14.29 per cent. This would be the lowest ever salary hike implemented by any Pay Commission in the past 70 years.

Government had set up a High-Level Committee earlier in the month to examine the anomalies in the CPC recommendations related to the allowances. The Committee will also consider the demand raised by several employee unions demanding the increase in entry-level salary from Rs 18,000 to Rs 26,000.

The implementation of 7th Pay Commission will positively impact a total of 47 lakh central government employees, along with 53 lakh pensioners. The revised CPC recommendations tabled by the Empowered Committee of Secretaries received the approval of Union Cabinet on June 29. The notification of the salary hike is expected to be issued early next week.

    Sir,
    What about annual increment of this year i.e loss of 6month period benefit as now according to VII pay commission this year increments will fall on Jan,2017…no increments in July 2016.

    In the previous pay commissions, the per centage of benefit of fixation of pay was notified with reference to basic pay. But this time, the per centage of benefit of fixation of pay is released with referene to basic pay plus Dearness Allowance. That is the reason, the increase is shown as 14.27%, which is equvalent to 32 % basic pay and the total revised pay works out to 2.57 times of existing basic pay.
    Since the Cabinet has already approved, we can expect the Notification implmenting the VIIth CPC recommendations in the form of CCS (RP) Rules, 2016 soon. However, revision of allowances particularly HRA, Transport Allowances, etc., will take many more months since the proposed High Power Committee is yet to be constituted. It is not known why the earlier Empowered Committee’s recommendations were not accepted or published.

    14% hike in basic pay, it is nothing but equal 2 times DA, WHY govt is worried, and why govt required 102 lakhs crores , what is the roles between trade union leaders and govt, it is suspicious?
