7th Pay Commission Rajasthan – Amendment in the Rajasthan Service Rules, 1951

NOTIFICATION

No.F.1(4)FD(Rules)/2017-II

Jaipur,dated :30th October, 2017

Subject : Amendment in the Rajasthan Service Rules, 1951.

In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the Governor hereby makes the following rules further to amend the Rajasthan Service Rules, 1951, namely:-

1. These rules may be called the Rajasthan Service (Amendment) Rules, 2017.
2. They shall come into force with effect from 01.10.2017.
3. In the said rules

(i) in the ‘Clarification’ appearing below Rule 35, the existing words and figure “1.5% of the presumptive pay” and “3% of the presumptive pay” wherever occurring shall be substituted by the words and figure “1% of the presumptive pay i.e. basic pay in the Levels in the Pay Matrix and “2% of the presumptive pay i.e. basic pay in the Levels in the Pay Matrix” respectively.

(ii) in the ‘Note’ under ‘Clarification’, appearing below Rule 35, the existing words and figures 1.5 % of his own pay” and “3% on his own pay” shall be substituted by the words and figures “1% of his own basic pay i.e. pay in the Levels in the Pay Matrix and “2% of his own basic pay i.e. basic pay in the Levels in the Pay Matrix” respectively.

(iii) the existing clause (ii) of sub-rule (1) of Rule 50 shall be substituted by the following, namely:-

“(ii) for the other post he draws such reasonable pay but in no case exceeding 1% of the presumptive pay i.e. basic pay in the Levels in the Pay Matrix of the post as the Government may fix, and”

(iv) in sub-rule (2) of Rule 97, the existing words and figures “Rs.23000/- shall be substituted by the words and figures “Rs.59000/-“

(v) in Rule 105, the existing words and figure “Rs. 12000/-” shall be substituted by the words and figures “Rs. 31000/-“

(vi) in ‘Government of Rajasthan’s Decision’ appearing below Rule 144-A—

(a) the existing sub-para (i) of para 3 shall be substituted by the following, namely :-

“(i) The Deputation (Duty) Allowance shall be @1.5% of basic pay in the Level in the Pay Matrix of the employee subject to a maximum of Rs.6001- per month.”

(b) the existing item (ii) of ‘Exception’ appearing in ‘Government of Rajasthan’s Decision’ shall be substituted by the following, namely: –

“(ii) With a view to ensuring that a Government servant on deputation does not get abnormal increase in the pay because of the option exercised as at clause (i) above, it has been decided that where minimum of the basic pay i.e. pay in Level in the Pay Matrix of the deputation post is substantially in excess of the deputation’s basic pay i.e. pay in the Level in the Pay Matrix plus deputation (duty) allowance @ 1.5%, the appointing authority may restrict the pay of the deputation even below the minimum of the deputation post under Rule 36 of Rajasthan Service Rules. In such a case, the pay allowed under Rule 36 of Rajasthan Service Rules should not exceed by 2% of basic pay i.e. pay in the Level in the Pay Matrix of the deputation.”

(vii) in ‘Appendix – IX’ of the said rules —

(a) in column 5 against serial number’ 7, the existing words and figures “the grade pay whereof does not exceed Rs.5400/-” shall be substituted by the words and figures “the pay level whereof does not exceed Level 13”.

(b) the existing serial number 14 shall be substituted by the following, namely: –

Powers to sanction Honorarium

(i)Administrative Department

(i)Full powers in respect of non -gazetted Government servants

 

 

 

(ii)Collector of the District

(ii)Full Powers in respect of non-gazetted Government servants for relief works organised in connection with natural calamities like flood, earth-quake and hail storm.

 

 

 

 

(iii)Not exceeding 4% of basic pay i.e pay in the Level in the Pay Matrix in respect of non-gazetted Government servants only . The amount of honorarium granted under (i), (ii) and (iii) above shall not exceed the following limits in each case:-

For extra work of less than 24 hours

Nil

2

For extra work of 24 hours and above but less than 60 hours, provided that extra hours on a particular date is above one hours

0.75% of basic pay

3

For extra work of 60 hours and above but less than 120 hours

1.5% of basic pay

4

For extra work of 120 hours and above but less 180 hours

2.5% of basic pay

5

For extra work of 180 hours and above but less than 240 hours.

3.5% of basic pay

6

For extra work of 240 hours and above

5% of basic pay
