Sub: Reckoning Grade Pay Rs.4200/Level 6 of CPC Pay Matrix as entry Grade Pay for granting financial up gradation under MACPS to Station Masters category in Railways-reg.
Ref: (i) NFIR’s PNM agenda item No.15/2017 sent to Railway Board on 20/02/2017.
(ii) Railway Board’s letter No. PCVII/2016/RSRP/2 dated 02/08/2016 [Annexure -B Note 2/RBE No. 93/2016].
(iii) Railway Board’s letter No.PC-V/2009/ACP/2 dated 10/06/2009.
NFIR invites kind attention of Railway Board to the orders issued vide letter No. PC VII/2016/RSRP/2 dated 02/08/2016 (Annexure-B, Note 2, RBE No. 93/2016), pursuant to the implementation of the recommendations according to which the posts of ASMs in GP 2800 stood upgraded to GP 4200 with effect from January 1, 2016.
In this connection, Federation also invites Railway Board’s attention to Para 5 of Annexure to Board’s letter No.PC-V/2009/ACP/2 dated 10/06/2009 (RBE No. 101/2009) in which following provision exists:-
“Promotions earned/up gradation granted under the ACP Scheme in the past to those grades which now carry same Grade Pay due to merger of Pay Scales/up gradation of posts recommended by the Sixth Pay Commission shall be ignored for the purpose of granting up gradation under modified ACPS.”
Consequent upon merger of the posts of ASM GP 2800 with GP 4200 through up gradation with revised designation at Station Master, the Pay Level 6 has become as “entry Pay level” for Station master category. Consequently, the Station Masters stand eligible for financial up gradation in 6th CPC GP 5400/Level 9 of 7th CPC Pay Matrix when they complete 30 years regular service, as per extant instructions. Accordingly, NFIR vide PNM agenda item No. 15 sent to Railway Board on 20/02/2017, urged the board to issue instructions to the GMs of Zonal Railways to grant 3rd MACP in Pay Level 9 for those Station Masters whose regular service is 30 years. Federation is however disappointed to convey that though a period of Over six months passed, instructions have not been issued by the Railway Board.
NFIR, therefore, requests the Railway Board to expedite the Matter and issue instructions for granting third financial up gradation to SMS in Pay Level 9. Copy of Instructions issued may be endorsed tot he Federation.
