CIRCULAR
Recommendation of Fifth Pay Committee —Decision of the Government relating to grant of Dearness Allowance/Dearness Relief to State Government Employees/ State Government Pensioners-Revised rates effective from 01.01.2016, 01.07.2016, 01.01.2017, 01.07.2017, 01.01.2018
The undersigned is directed to convey that consequent upon the decision taken by the Government based on the recommendation of the Fifth State Pay Committee relating to Dearness Allowance/Dearness Relief, the Governor is pleased to decide that the Dearness Allowance/Dearness Relief admissible to all categories of State Government Employees/State Government Pensioners shall be admissible from the dates mentioned below at the following rates:-

| From 01-01-2017 | 4% of Basic Pay/Pension |
| From 01-07-2017 | 5% of Basic Pay/Pension |
| From 01-01-2018 | 7% of Basic Pay/Pension |
The Payment of Dearness Allowance/Dearness Relief under these orders from the date indicated above shall be made after adjusting the installment of Dearness Allowance/Dearness Relief already sanctioned and paid to State Government Employees/ Pensioners under pre-revised pay structure as follows:-

vide circular No. GOS/1(32)/Bud/Fin/17/39 dated 17/08/2017
vide circular No. GOS/1(32)/Bud/Fin/18/45 dated 24/11/2017
vide circular No. GOS/1(32)/Bud/Fin/18/46 dated 07/06/2018
The Dearness Allowance at the above rates will also be admissible to the employees appointed on Contract Basis and Work-Charged Establishment drawing regular scales of pay.
The payment on account of Dearness Allowance/Relief involving fraction of 50 paisa and above may be rounded off to the next higher rupee and fraction of less than 50 paisa may be ignored.
This Order is in supersession of Circular No.GOS/1(32)/BUD/FIN/18/47 dated: 10/07/2018.
