Subject :–Recommendations of the Pay Anomaly Committee on the demands relating to Pay/Post specific anomalies.

Pursuant to the Cabinet decision referred to above where-under recommendations of Pay Anomaly Committee constituted vide Government Order No.1387-GAD of 2009 dated 08-10-2009 have been approved, sanction is hereby accorded to the :–
I. Grant of financial incentive equal to two increments at the time of passing of the Secretariat Assistants Examination condinted by PSC either at the level of Junior Assistant or Senior Assistant on prospective and non-compounded basis by corresponding deletion of such provision that was earlier in vogue.
II. Placement ofJunior Engineers in PB-2 of Rs. 9300-34800 with Grade Pay of Rs. 4200 with prospective effect. The new entrant degree holder JEs shall be entitled for an initial higher start equivalent to six ad vance increments on non-compounded basis as against the existing eight increments. The recruitment rules of the service shall be modified accordingly.
III. Placement of AEOs (Agriculture Extension Officers) and equivalent / HDOs (Horticulture Development Officers) & equivalent in the PB-2 of Rs. 9300-34800 with Grade Pay of Rs. 4800 and merger of the posts of the SDAOs/PPOs with the DAOs and their placement in the PB-2 of Rs. 9300-34800 with Grade Ray of Rs. 5200 on prospective basis. The incumbents holding the posts of PPOs in the PB-3 of Rs. 15600-39100 with grade pay of Rs. 5600 shall continue in the scales held by them in their personal capacity till their retirement or promotion. The appropriate review of the above formulation shall be conducted by Agriculture production Department at its own level in consultation with the ARI & Trgs. for its efficacy on the Organisation as a whole and the process would involve changes in the relevant recruitment rules of these cadres. The organisational corrections should be carried out within a period of three months from the date of issuance of executive orders. The upgradation shall be as a package envisaging revisiting the organisational hierarchy by merger of the posts at the level of SDOs, DAOs and PPOs and its rationalization for optimal output.
The department shall be required to undertake:-
(a) Re-deployment of the personnel from areas where their utility levels are not optimum to areas where they could be gainfully utilized in view of the limited agri potential in the state so as to improve the productivity; and
(b) Take effective steps to cut down on NPRE and also proceed to implement the suggestions made by the Ranga Rajan Committee in its working Group Report.
