No. 1/11/2018—FD(PIC): In exercise of the powers conferred by the proviso to Article 309 of the No. 1/11/2018—FD(PIC): In exercise of the powers conferred by the proviso to Article 309 of the Manipur Services (Revised Pay) Rules, 2019, namely
1. (i) These Rules may be called the Manipur Services (Revised Pay) [51“ Amendment] Rules, 2022.
(ii) The revised Pay Matrix appearing in Col. (5) of SECTION — III of THE FIRST SCHEDULE, PART – B, to the Manipur Services (Revised pay) Rules, 2019 in respect of certain posts are further revised and corresponding revised Pay Matrix has been prescribed as below

2. For teachers who had opted/exercised to draw pay in the AGP structure as per Education/School Department Orders, vide No. 31/5/2001-SE(S), dated 3rd June, 2011, in order to arrive at Basic pay as on 31/12/2015, their pay is to be fixed afresh wef. 01/01/2006 with the entry pay as shown below:

Fixation of pay and other conditions shall be made under the provisions of the Manipur Services (Revised Pay) Rules, 2019 issued vide Notification N0. 1/10/2018-FD(PIC), dated 11/07/2019, provided that they should furnish a fresh ”Option Form” enclosed herewith as Annexure—IVso as to reach the authority concerned within 3 (three) months from the date of issuance of this Notification. No further revision/option under RoP, 2019 will be provided for teachers who opted AGP structure under EducatiOn—S Department’s Order No. 31/5/2001-SE(S), dated 3’d June, 2011.
3. All the rules and regulations, instructions relating to’pay and allowances, pensionary benefits and others etc. issued by Finance Department (Pay implementation Cell) shall be followed.
4. i. These Rules shall be deemed to have come into force notionally w.e.f. 01/01/2016, actuaI implementation w.e.f. 01/04/2019 and cash payment from 01/06/2022.
ii. Arrears for theperiod from 01/04/2019 to 31/05/2022 shall be deposited into the respective GPF Accounts of theempioyees Arrear amount deposited into GPF accounts shall be kept frozen for 3 (three) years or till retirement, whichever is earlier.
iii. However, for those employees covered under the New Pension Scheme (now renamed as National Pension System), arrears shall be released in 3 (three) equal instalments:
a, 1st instalment w.e.f. 15 July, 2022
b. 2rd instalment w.e.f. 15th July, 2023
6, 3rd instalment w.e.f. 1 July, 2024
iv. Arrears for the expired/retired employeesshall be paid in one-time instalment.
v. The calculation of arrears for the period from 01/04/2019 to 31/03/2020 shall be made as per Finance Department (PlC)‘s order No.1/10/2018-FD(P|C), dated 31” July, 2019.
