Subject:- Entitlement of Child Care Allowance and Disability Allowance Clarification thereof.
Several proposals have been received from various Departments seeking clarification on simultaneous entitlement of Child Care Allowance and Disability Allowance by State Government employees and workers. The matter has been examined in Finance Department. As per guidelines, Disability Allowance shall be applicable to physically handicapped and visually handicapped State Government employees @ Rs.1000/- per month while disabled Fixed Pay, DRW and Contingent Workers etc., shall get the same © Rs.700/- per month. Similarly, Child Care Allowance is allowed @ Rs.1000/- per month for physically handicapped and visually handicapped State Government employees and workers and also to employees having Disable child. Maximum ceiling has been kept at Rs. 2000/- per month for entitlement of both allowances together in admissible cases.
2. Some Departments have sought clarification on entitlement of the aforesaid allowances in case of disabled employee with a normal child and vice-versa. After careful examination of the matter, the following points are clarified :-
(i) Able-bodied State Government employees having disabled child shall get Child Care Allowance © Rs. 1000/- per month.
(ii) Disabled State Government employee shall be allowed with Disability Allowance @ Rs.1000/- per month and Child Care Allowance @ Rs.1000/- per month, irrespective of whether the child is disabled or not. In any case, both the allowances taken together shall not exceed Rs. 2000/- per month.
(iii) Disabled State Government employee without any children shall also get Rs.1000/- per month as Disability Allowance.
(iv) Able-bodied fixed pay, DRW, Contingent Workers etc. having disabled Child shall be allowed Child Care Allowance © Rs. 1000/- per month.
(v) Disabled fixed pay, DRW, Contingent Workers etc. shall be allowed with Disability Allowance @ Rs.700/- per month and Child Care Allowance @ Rs.1000/- per month, irrespective of whether the child is disabled or not. In any case, both the allowances taken together shall not exceed Rs. 1700/- per month.
(vi) Disabled fixed pay, DRW, Contingent Workers etc. without any children shall also get Rs.700/- per month as Disability Allowance. (vii) A Government employee or fixed pay, DRW, Contingent Workers etc. with normal child will neither be allowed Disability Allowance nor with Child Care Allowance.
3. It shall be the responsibility of the concerned DDO of the establishment to ascertain the entitlement of Disability Allowance and Child Care Allowance to the admissible set of employee(s) after proper verification of records etc., satisfyingly their entitlement.
4. In view of the above, all Heads of Department(s)/Head of Office(s) is requested to take necessary action on the simultaneous entitlement of Child Care Allowance and Disability Allowance as clarified above.
