Sub: Payment of Leave Salary to the Running Staff after implementation of 7th CPC recommendations-reg.
Ref: (i) NFIR’s PNM Item No. 47/2018.
(ii) Railway Board’s letter No.E(P&A)II/2017/RS-22 dated 28/12/2018 (RBE No. 204/2018).
(iii) NFIR’s letter No.IV/NFIR/7th CPC (Imp)/Allowance/2016/Part II dated 12/01/2019.
Responding to the instructions issued by the Railway Board vide RBE No. 204/2018 dated 21/12/2018, NFIR vide its letter dared 12/01/2019 conveyed to the Railway Board that the said instructions are incomplete as the relevant provision contained in Para 3.23 (b) in Board’s letter No. E(P&A)11-80/RS-10 dated 17/07/1981, has not been incorporated. A copy of Federation’s letter dated 12/01/2019 is enclosed to facilitate the Railway Board to issue modified instructions.
Apart from above, reports received by the Federation reveal that the instructions contained in Para 2 of Board’s letter dated 28/12/2018 (RBE No. 204/2018) are not being complied with on many Zones/Divisions with retrospective effect (i.e. 01/01/2016) due to the Technical Snag in IPASS which is not accepting the amendment from back date. This also needs to be addressed by the Railway Board in order to ensure full implementation of orders.
NFIR, therefore, requests the Railway Board to issue modified instructions to RBE No.204/2018 as mentioned in Federation’s letter dated 12/01/2019 and also see that the payments to the Running Staff are made from the retrospective effect i.e. 01/01/2016 duly updating IPASS. Federation may please be replied of the action taken on the points mentioned above.
