Review of mode of promotion from “Selection” to ‘Non- Selection” for the post of Shunting Master, Grade-I in GP Rs.4200, Level-6 and Shunting Master
The Railway Board has decided to review the mode of promotion from “Selection” to “Non-Selection” for the post of Shunting Master, Grade-I in GP Rs. 4200, Level-6 and Shunting Master, Grade-II in GP Rs. 2400, Level-4. This decision comes after the National Federation of Indian Railwaymen pointed out that many Pointsmen “A”/Cabinmen have rendered satisfactory service for over 20 years but are unable to pass the written examination for promotion as Shunting Master Grade-II. As a one-time dispensation, the railways may extend the non-selection process to fill up the posts of Shunting Master, Grade-II in GP Rs. 2400, Level-4.

As the Railway Administrations are aware, in terms of instructions contained in Railway Boards letter No. E(NG)I/2000/PM 2/4 dated 30.10.2001, the classification of posts in the category of Shunting Masters is as under:-
One of the recognized Staff Federations (NFIR) has stated that there are many Pointsmen “A”/ Cabinmen who have rendered more than satisfactory service for over 20 years and though they possess field knowledge, they are unable to pass the written examination for promotion as Shunting Master Grade-II.
The matter has been examined in consultation with the Zonal Railways as well as the Traffic Directorate of this office. To tide over this acute problem on most of the Railways, it has been decided that another one-time dispensation may be extended for filling up the posts of Shunting Master, Grade-II in GP Rs.2400, Level-4 by the *non-Selection” process. Similar one time dispensation was extended earlier also vide RBE No 63/2019. In case of any ongoing selection to the said post, Railways may decide at their level on continuing with the same or on adopting the “non-Selection” process as a onetime dispensation.
