Sub: Coverage under Railway Services (Pension) Rules, 1993, in place of National Pension System, of those Railway employees whose selection for appointment was finalized before 01/01/2004 but who joined Railway service on or after 01/01/2004-reg.
Ref: (i) Government of India, DoP&PW’s O.M. No. 57/04/2019-P&PW(B) dated 17th February, 2020.
(ii) Railway Board’s letter No. D-43/12/2018-F(E)I11 dated 03/03/2020 (RBE No. 28/2020).
(iii) NFIR’s letter No. 11/35/2019 dated 16/03/2020, 18/04/2020, 09/05/2020, 27th 28th May, 2020 & 12/10/2020 to Railway Board, New Delhi.
(iv) NFIR’s letter No. 11/35/2020 dated 05/11/2020 to DG(HR), Railway Board.
Federation vide letter dated 05/11/2020 requested the Railway Board (DG/HR) to kindly consider extension of option date upto 31/12/2020 to those Railway employees whose selection for appointment was finalized before 01/01/2004, but however joined Railway service on or after 01/01/2004 for coverage under Railway Services Pension Rules, 1993. Federation however expresses disappointment that no orders granting extension to exercise option has been issued by the Railway Board. Similarly, the General Manager (P), Western Railway, Church gate, Mumbai vide letter No. E(S)/1054/O/OPS dated 14/10/2020 also requested the Railway Board to extend the date.
In this connection, Federation desires to reiterate that Covid-19 pandemic situation continues now, affecting normal working. Due to this, the employees are not in a position to furnish option together with required particulars.
NFIR, therefore, once again requests the Railway Board (DG/HR) to kindly consider for granting extension of option dated upto 31/03/2021. A copy of the instructions issued may be endorsed to the Federation.
