Sub: Grant of financial upgradation under MACPS to the Station Masters subsequently absorbed in other categories due to medical decategorization or selection/lateral induction etc.,-reg.

Pursuant to the discussions held on NFIR PNM Item No.15/2017, the Railway Board communicated its approval vide letter No.PC-V/2018/MACPS/1(SM) dated 25/02/2020 (RBE No.26/2020) not to reckon the promotion earned by the employees from the post of ASM (GP.2800) to SM (GP.4200) for the purpose of granting financial upgradations under MACPS with effect from 16/02/2018, in view of upgradation of the posts of ASMs GP.2800/-and merger with the posts of Station Masters in GP.4200/-. Federation had however demanded that the RBE No.26/2020 should be given effect from 01/01/2016 and the same is pending at Railway Board level.
In this connection, the Federation desires to convey that there have been cases on Zonal Railways where incumbents joined as Asst. Station Masters in GP.2800/- have subsequently been promoted to the post of Station Masters in GP.4200/- and later on, they were absorbed in other posts due to medical decategorization or selection/lateral induction etc., in whose cases also the promotion earned in Station Master category needs to be ignored and the entire service be reckoned for granting three financial upgradations in GP. 4600, GP.4800 and GP.5400 under MACPS. These cases have however not been covered by RBE No.26/2020, consequently, the MACPS benefit has not been extended to the staff.
NFIR, therefore, requests the Railway Board to issue appropriate clarificatory instructions to the General Managers to extend MACPS benefit to those former Station Masters who have been absorbed against alternative posts, duly ignoring the promotion earned by them from the post of ASM (GP 2800/-) to SM (GP 4200/-) and also treating GP 4200 as entry Grade Pay with effect from 01/01/2016.
