Sub: Grant of financial upgradation under MACPS to the staff appointed from one cadre to another in a post carrying same Grade Pay/Level (7thCPC)-reg.
Ref: (i) NFIR’s letter No.IV/MACPS/09/Part 11 dated 20/02/2019.
(ii) Railway Board’s letter No.PC-V/2018/M/1 (NFIR) dated 29/01/2020.
The reply sent by the Railway Board vide letter dated 29/01/2020 is not convincing, therefore, not acceptable to the Federation for the reasons placed below:-
(i) The Railway Board’s view that Senior Commercial Clerk gets promotion to ECRC and Goods (Guard) from GP 2400 to GP 2800 and Station Master to Movement Inspector (MVI) is totally incorrect. The Railway Board may appreciate that Pay Scale of Senior Commercial Clerk was upgraded Rs. 4500-7000 pursuant to acceptance of 5th CPC recommendations which pay scale has been replaced with 6th CPC GP 2800/Pay Level-5 (7th CPC). The movement of Senior Commercial Clerk to the post of ECRC and Goods Guard is in the identical pay scale of GP 2800/Pay Level-5 i.e. same grade pay to same grade pay.
(ii) Similarly, the post of Station Master GP 2800 stood upgraded to GP 4200 pursuant to acceptance of 7th CPC recommendation. The Movement Inspector, Yard Master are the part of Station Master cadre (single seniority), while the incumbents are being utilized as per the necessity in terms of extant instructions of Railway Board.
The above points clearly establish that the view taken by the Railway Board is grossly incorrect. Federation also states that the illustrations given by the Federation in its communication dated 20/02/2019 prove that these cases are of placement in identical Grade Pay/Pay level and deserve to be treated on par with Sr. Shroff/JAA/Sr. Clerk promoted to Jr. Cashier in whose case benefit of financial upgradation under MACP Scheme has been allowed vide RBE No. 18/2020 dated 04/02/2020.
NFIR, therefore, once again requests the Railway Board to review in the light of facts mentioned above and issue instructions to the Zonal Railways, allowing MACP, duly endorsing copy to the Federation.
