Sub: Payment of Risk and Hardship Allowance to the important safety categories — inclusion of fresh categories within the ambit of Risk and Hardship Allowance —NFIR’s proposals-reg.
Ref: (i) Railway Board’s Order vide letter No.ERB-1/2019/23/09 dated 11/02/2019 and 20/02/2019.
(ii) Railway Board’s letter No.PC-VII/2019/1/7/5/1 dated 26/03/2019 addressed to GS/NFIR.
(iii) NFIR’s letter No.IV/NFIR/7 CPC (Imp)/2016/Allowance/Part II dated 08/04/2019.
Responding to Railway Board’s order dated 11/02/2019 for constituting Committee for inclusion of fresh categories within the ambit of Risk and Hardship Allowance, Federation vide its letter dated 08/04/2019 sent detailed proposal (11 pages) duly covering various safety categories including the category of Technician (Bridges — Sarang, Riveter, Welder, Blacksmith, Grinder, Fitter, Mopla Helper, Machinist, Turner, Driller incl. Workshop), Helper (Bridge Technician).
From the papers received in the 6th Meeting of the Committee, it is noticed that the proposal does not include the Bridge Staff pertaining to category to Technician etc., as mentioned above, though they deserve to be brought under Risk and Hardship Matrix of 7th CPC as they work on track like Technician Staff of P. Way. A copy of NFIR’s letter dated 08/04/2019 (11 pages) is sent again.
