Sub: Concerned Branch to deal with issues of Notional Increment on the day of superannuation.

The issue as to which Directorate will deal with the subject relating to grant of Notional Increment on the day of superannuation, when the same was due on next day, exclusively for the purpose of fixation of pension was under consideration because of differences between concerned branch regarding processing of such cases.

2. It has now have been decided with the approval of the competent authority that all such case for grant of notional increment on the day of retirement which is at variance with 6th/7th CPC and existing provision for grant of increment under RSRP Rule be examined and handled by Pay Commission Directorate (PC-VI/PC-VII as the case may be). Post grant of notional increment the issue of Pension would be handled by F(E)-III unit. In case of any issue not related to 6th/7th CPC warranting grant of notional increment under FR rules would also be handled/coordinated by RE) Directorate.

2. Henceforth all court cases/RTI reference/Railway reference /
representation etc., would accordingly be handled by PC and F(E) Directorate respectively.

3. Accordingly, the subject list of F(E)-III and PC-VI/ PC-VII stands amended.

    I consider this as a way to divert/ delay and dilute the issue.
    In 1989 or so Madhu Dhandavadhey, introduced the last working day for retirement for retirement only for the convenience of he administration for its calculation purposes. Before this retirement was the last day of the month on completion of prescribed age due for retirement. Many retirees bet 2nd and 30th of the month were benefited by salary and enjoyed the benifit.
    The increment is considered for payment only on completion of 12 months and continue in service for the next month.
    But this relaxation on retirement date to the last working day is not to be claimed for an increment for benifit of pension and no case should be encouraged by any individual or unions,Association.
    The Govt should be firm and deny citing the rule. But unfortunately it is not.
    The Govt . when raised the retirement age to 60, the employees retired in 58
    are loosing two years of salary and retirement benifits and pension and the loss in their revised fixation. The same was not considered by any union, association etc. nor from the affected employees by this is also to be viewed.

    Many individual cases recommended for revision on fixation of their basic for favourable orders are not looked in even in service and left as a loss to the affected employees and in retirement benefits and in pension and further revision on 7CPC pension benifits and again in their future pension benefits permanently.
    The Unions, Associations, Federations should take up such issues irrespective of the number of cases or the monetory benefits to the affected.
    Even JCM machinery is not conducted periodically. And many were closed and a few are awarded But the followups of the recommended cases and the closed cases are not reviewed or followed.
    I am the one affected in my pay fixation from 1993 onwards denied initially and on citing the circular by me ( the admin did not by them initiated as per circular with them automatically) identified as genuine and denied on monetory grounds involved – without considering the Purpose PC & Pay protection denied – and again on my interview and appeals initiated further and recommended to the Board 1n 2009 (15 years time). I retired in 2010 May without looking at the same, allowed to retiere. And I am appealing individually and onesidely (even after 10 years of my retirement) for the benifit without any response from My admit and again from the Rly Board.
    The monetory loss in service is about 3 lakhs besides retirement benefits and pension difference and further 7CPC pension benefits extended in Jan 2016 and so far it is about 5+ lakhs and further inforth coming benefits. I had spent about Rs.50000/ by way of correspondence and personal visits to NDLS to meet in person and to explain. (Admitted as genuine one but no response.)
    This is state of Art now.
