Sub: Amendment in the Railway Servants (Pass) Rules, 1986 (Second Edition-1993) [RSPR-1986] to provide for issuance of Passes/PTOs in digitized/electronic mode-reg.

Responding to Board’s latest letter dated 16/11/2020, Federation vide its letter dated 23/11/2020 apprised the Railway Board (DG/HR) the difficulties faced by the staff in field and by the Pensioners/family pensioners in the usage of e-passes/PTOs and requested to keep the order dated 21/02/2020 in abeyance and issue instructions to the Zonal Railways etc., for issuing manual Passes/PTOs to the Railway Staff (Serving and Pensioners/family pensioners). There is however no response to Federation’s communication.
In this connection, Federation further desires to place following difficulties faced by the Railway Staff who avail e-Pass/PTO for the purpose of obtaining train reservations:-
• IR’s computerized Train Reservation system has been permitting only two berths on e-Pass/PTO ignoring the rest of the dependent family members of the employees, thus they have been disallowed train reservations in the special trains being run at present.
• Another difficulty reported by filed staff in usage of e-Pass/PTO is that the tickets are not generated for stations falling in mid-run of the trains run. Staff holding e-Pass/PTO when tried to book from PRS Counter or IRCTC, PNR showed, payment failed, ticket not generated while Pass/PTO showed as used, consequently, gone waste.
• Federation however feels that all relevant rules relating to Passes/PTOs together longer routes/fastest routes, attachment of coaches to various stations en-route have not been fed into the system consequently, e-Pass/PTO holders have been facing number of difficulties.
NFIR, therefore, requests the Railway Board to consider the numerous difficulties faced by the employees and the pensioners and issue instructions to the Zonal Railways etc., to defer implementation of Board’s order dated 21/02/2020 & 16/11/2020 and permit issuance of Passes/PTOs manually and train reservations through PRS counters manually till the systems are made functional in perfect manner.
Federation may kindly be apprised of the action taken in the matter.
